ADDIE Soft Ltd. is leading the development of the Maritime Single Window (MSW) system for the Department of Shipping, marking a significant milestone in Bangladesh’s journey toward comprehensive maritime digital transformation. The initiative represents one of the most complex and strategically important e-Governance projects in the country’s maritime sector.
The MSW project is being implemented in alignment with the mandatory requirements set by the International Maritime Organization (IMO), which requires all member states to establish a single digital platform for standardized electronic exchange of ship, cargo, and crew-related information. While regulatory compliance is a core objective, the scope of the project extends far beyond meeting minimum international obligations.
ADDIE Soft Ltd. is delivering a robust, scalable, and future-ready national platform designed to modernize port clearance operations, streamline regulatory coordination, and enable data-driven maritime governance.
Deep Maritime Domain Knowledge at the Core
What distinguishes ADDIE Soft Ltd.’s role in this initiative is its strong domain understanding of maritime operations, regulatory workflows, and inter-agency clearance processes. The MSW system is being developed based on a detailed analysis of real-world vessel arrival, port clearance, cargo handling, and departure procedures practiced across Bangladeshi ports.
From inward and outward clearance workflows to health, immigration, customs, port authority, and safety-related processes, the system architecture reflects a clear understanding of how maritime stakeholders interact, where bottlenecks occur, and how digital automation can replace manual, paper-based coordination.
This domain-driven approach ensures that the MSW is not merely a software platform, but a true operational backbone for maritime administration.
A Unified Digital Platform for 17 Key Stakeholders
One of the most complex aspects of the project is its multi-stakeholder integration. The Maritime Single Window will digitally connect 17 key government and regulatory organizations, including:
Customs authorities
Immigration departments
Port authorities
Health and quarantine services
Maritime safety and regulatory agencies
Other port-related and enforcement bodies
By consolidating reporting, approvals, document submissions, and notifications into a single digital interface, the MSW will eliminate redundant data entry, reduce processing delays, and enable real-time coordination among all stakeholders involved in vessel clearance and cargo movement.
Process Automation and Standardization
The system is being designed to standardize maritime reporting formats, automate approval workflows, and ensure consistency across agencies. Through intelligent validation, shared data repositories, and role-based access control, the platform will significantly improve transparency, accountability, and operational efficiency.
ADDIE Soft Ltd.’s experience in building complex workflow-driven government systems plays a critical role in ensuring that each maritime process aligns with both national regulations and international best practices.
Enabling a Smart Maritime Ecosystem
The Maritime Single Window is a foundational component in building a digitally connected and resilient maritime ecosystem in Bangladesh. Once operational, the system is expected to:
Reduce vessel turnaround time at ports
Improve coordination between regulatory agencies
Enhance data accuracy and traceability
Optimize resource utilization across port operations
Strengthen Bangladesh’s competitiveness in international trade
By enabling seamless information flow and data-driven decision-making, the MSW will support long-term modernization of the country’s maritime infrastructure.
Commitment to e-Governance ExcellenceThis initiative further reinforces ADDIE Soft Ltd.’s commitment to delivering high-impact e-Governance solutions for national-scale transformation programs. The project reflects the company’s capability to combine deep sectoral knowledge, regulatory alignment, and advanced software engineering to deliver mission-critical public sector platforms.
As Bangladesh continues to expand its role in global maritime trade, the Maritime Single Window stands as a strategic digital asset—one that will shape how the country manages its ports, vessels, and regulatory processes for years to come.
ADDIE Soft Ltd. is honored to be entrusted with this national responsibility and remains committed to delivering a secure, scalable, and future-ready MSW system that meets both domestic priorities and international maritime standards.
